SPRINGFIELD, Ill. – Dionne Hayden was named chair of the Illinois Gaming Board by Governor J.B. Pritzker. She officially assumed the role following her predecessor’s July 1 end of term. Hayden previously served as a board member since 2019 and brought extensive legal and corporate experience.

At her first meeting as chair, Hayden presided over key licensing events. The board unanimously approved a full casino license for Fairmount Park racino. Administrator Marcus Fruchter welcomed her in her new role during the meeting.

Hayden is a seasoned corporate attorney with more than 14 years of experience handling investigations into fraud, ethics, and compliance issues. Prior roles include positions at McGuire Woods, Miller Canfield, and Allianz. She currently serves as assistant vice president for employee relations at CNA Insurance Company.

Impact on the Online Casino Industry

Hayden’s leadership may significantly influence the landscape for online casino games. She is expected to advocate regulatory clarity focused on player protection and fair play. 

Her background in compliance offers oversight experience crucial for monitoring online slot games integrity. Hayden has already signaled her intent to address evolving risks within the digital gaming sector.

Illinois recently generated $1.68 billion in state tax revenue from gaming and $285.1 million in local receipts in fiscal 2025. Over $1.08 billion of that revenue came from video gaming terminals. 

That growth demonstrates the vitality of gaming-related activity in Illinois. Hayden plans to support this expansion while ensuring responsible regulation of all gambling formats.

Online gambling still not legalized in Illinois

Despite growing interest, Illinois still has not legalized online gambling. This includes online casino games and online slot games, which remain unregulated in the state. 

Lawmakers have introduced several bills, but none have passed. Industry leaders hope Hayden’s tenure could bring renewed dialogue and momentum toward legalization.

Transitioning smoothly, she praised outgoing chair Charles Schmadeke for his leadership during a period of major expansion, including seven new casinos and nearly 49,300 video gaming terminals. 

She expressed gratitude for her appointment and emphasized the importance of navigating future challenges.

Hayden’s confirmation by the Illinois Senate remains pending. If approved, she will continue pursuing a balance between industry growth and consumer protection.
