Rhode Island lawmakers are reconsidering legislation aimed at tightening online gambling restrictions, specifically targeting players under the age of 21. The move follows rising concerns that minors, particularly high school students, may be accessing online casino games despite age restrictions.

Sponsored by Rep. Gregory Costantino (D-Lincoln), the bill proposes penalties of up to one year in prison and a $1,000 fine for anyone aged 18 to 20 caught gambling on the state’s iGaming platform. Initially rejected by the House committee in April over fears it would criminalize behavior that’s otherwise legal for sports betting at that age, the bill has since gained new traction.

Several legislators, including Rep. Julie Casimiro and Rep. Marie Hopkins, reversed their positions and voted in favor of the proposal, citing the need to protect young people from potential addiction.

Bally’s Corp., the operator of Rhode Island’s only iGaming app and manager of its two casinos, launched the platform in 2023 after online gaming was legalized. Since then, lawmakers have voiced concern that digital access could make it easier for younger individuals to engage in gambling without proper oversight.

“Responsible gambling must remain at the heart of our policies,” said a House committee member. “Online casinos can be an enjoyable experience for adults, but only when used within the legal guidelines.”

The legislation is now advancing to the House floor for a full vote, though a date has not yet been set. On the Senate side, Sen. Frank Ciccone is overseeing the companion bill, which remains under further review by the Senate Committee on Gaming and Labor.

While online casinos offer entertainment and revenue opportunities, legislators stress the importance of safeguarding vulnerable populations. The push to enforce stricter age limits reflects a growing recognition that virtual gaming such as online slot games and the like must adhere to the same ethical standards as in-person gambling.

Lawmakers and industry leaders alike emphasize that online gaming should be enjoyed responsibly by those who are legally allowed to participate.
