Virginia lawmakers are considering forming a new gaming commission to regulate online casino games, sports betting, and charitable gaming. A joint subcommittee met on August 19 in Richmond to examine the proposal.
Calls for Unified Oversight
Currently, the Virginia Lottery oversees casinos and sports betting, while horse racing falls under a separate agency. Lawmakers argue this fragmented oversight creates regulatory gaps. A new Virginia Gaming Commission (VGC) would centralize control and streamline enforcement.
Delegate Marcus Simon (D-Falls Church) has pushed for legalization through House Bill 2171, which initially placed regulation under the Lottery. Although the bill stalled, Simon stressed, “My goal is to bring it under a regulated umbrella where we can have some oversight.”
Supporters highlight revenue potential. Simon estimated online casinos could generate $5.3 billion in taxable revenue within five years while boosting land-based casino earnings.
Dave Rebuck, former New Jersey regulator, noted that iGaming in his state strengthened casinos rather than hurt them. “iGaming demonstrated itself to be complementary to the existing forms of gaming,” he said.
Balancing Opportunity and Risks
Public health advocates raised warnings about online slot games and addiction risks. Keith Whyte of Safer Gambling Strategies urged tougher action against offshore operators, saying, “We need to step up enforcement.”
Mental health consultant Brianne Doura-Schawohl also cited concerns tied to gambling, namely financial and mental health challenges.
Meanwhile, subcommittee chair Senator Bryce Reeves (R-Spotsylvania) urged lawmakers to build the commission first. “We need to get the VGC set up like yesterday and start enforcing the law,” he stated.
Delegate Paul Krizek (D-Fairfax) agreed, noting that gaming can drive revenue and jobs, “but it’s got to be managed responsibly.”
The subcommittee plans two more hearings on casinos and charitable gaming before submitting its recommendations by November 30, 2025.
As Virginia debates legalizing online casino games and online slot games, the key challenge will be unlocking revenue while protecting consumers.
